Paul Foster is a Policy Analyst at the Massachusetts Budget and Policy Center. His work focuses on the relationship of the state budget to education, housing, human services, the environment, and local finances. Prior to joining MBPC, Paul managed the Regional Information Center of the Pioneer Valley Planning Commission, a regional planning agency in western Massachusetts. In that capacity he produced a socio-economic analysis of the City of Springfield, annual State of the Region reports, an analysis of fair lending, a study of state aid to cities and towns, and data digests on topics such as immigration, higher education, and housing. Paul previously worked on planning and program evaluation projects at Development Guild/DDI, a Brookline-based consulting firm serving nonprofit organizations. Paul earned his Master's degree in Social Policy from Brandeis University's Heller School, he received his Bachelor's in History and Afro-American Studies from Harvard College. He lives in Springfield, Massachusetts. |
