This new line item proposed by the Governor is for Comprehensive Support Services to increase access to school readiness services for infants, toddlers and pre-school age children, and their families in communities with low performing schools.

This item would fund a competitive grant program aimed at improving the reading proficiency of children by the third grade. Grants would be awarded to organizations that would establish a network of community services for children and families. Early education providers, mental health service providers and child welfare service providers are potential grantees that would establish partnerships with each other to offer more comprehensive services for children and families. Grantees are also expected to align services with current strategies employed by state agencies which serve children. State agencies would be encouraged to increase cooperation to improve the level of service provided to children and families by the networks of community based organizations.
