The Bay State Reading Institute (BSRI) partners literacy coaches and experienced school leaders with elementary schools to improve student literacy through developing effective practices in instruction, curriculum, and school leadership. The program receives general funding from the state to help finance their work.

Creating a strong foundation for literacy is critical to provide all young people across the Commonwealth a chance to become engaged learners and critical thinkers. Many positive outcomes later in life are linked to literacy early on. These linkages point to the importance of students successfully learning to read in the early grades and in gaining fluency with more complex materials throughout their education across all subjects, including English Language Arts.

Bay State Reading Institute places coaches in partner schools, mainly those that are serving high needs students in urban districts. BSRI coaches are literacy specialists, master teachers, and experienced principals, who help educators make positive improvements in the way the schools approach literacy curriculum, teaching, and professional development. Specific services provided by BSRI include professional development sessions focused on literacy instruction and use of student data. The Institute receives grant funds from the state, federal government, and private foundations. Since 2005, 52 elementary schools serving 22,000 students have participated in BSRI.

Currently the Bay State Reading Institute is working with 13 districts, Adams-Cheshire, Berkley, Beverly, Everett, Fairhaven, Gloucester, Malden, Northern Berkshire, Quaboag Regional, Revere, Taunton, Webster, and Westfield. BSRI is also approved by the Department of Elementary and Secondary Education as a priority partner for school turnaround, meaning it is has an established record of effectiveness in working with districts across the state.

Funding for the Bay State Reading Institute (7010-0020) was reduced from $400,000 to $133,000 through a mid-year cut of $267,000 to the FY 2017 budget. Funding for Literacy Programs (7010-0033) was reduced from $2.2M to $1.6M through a mid-year cut of $580,000 to the FY 2017 budget.
