MCAS Low-Scoring Student Support grants were eliminated in the FY 2017 budget. MCAS Low-Scoring Student Support funds grants to school districts and other providers to assist students who have struggled on state standardized tests and are in danger of failing to graduate from high school.

These grants are aimed at preparing all adolescents in the Commonwealth’s to meet the state’s high school graduation requirements, also known as the Competency Determination. Because of this focus, students eligible for these services include students in 8th through 12th grade who have MCAS scores of needs improvement or failing on ELA or Math, or those who have failing scores on the MCAS Science exam.

In the 2013-2014 school year 153,000 students fit this criteria, while only 16,000, or 11 percent, were served through this support line item and other related initiatives. The most recent available data from 2012 shows that students receiving these services were 31 percentage points more likely to pass the 10th grade ELA and Math MCAS exams than peers who were eligible and did not participate.

While this program is not limited to public school districts, roughly 14,000 out of the 16,000 students served by these grants receive services through public schools or private special education schools. Other providers include community colleges and career training organizations. Career training organizations receiving grants are able to spend this money on employment and apprenticeship training in addition to direct MCAS support services.
