HomeBASE provides short-term assistance to help low-income families eligible for shelter through the Emergency Assistance (EA) program to secure permanent housing. HomeBASE is overseen by the Division of Housing Stabilization (DHS) within the Department of Housing and Community Development (DHCD).

HomeBASE was created in the 2012 budget year as part of the state's effort to reduce the number of homeless families living in shelters. When it was first created HomeBASE helped families in two ways through their Household Assistance and Rental Assistance programs.

When it was created the Household Assistance program helped families move from temporary shelter into housing. It provided up to $4,000 in flexible funding over a 12-month period to help pay for costs such as security deposits, utility bills, and moving expenses.

When it was created the HomeBASE’s Rental Assistance program provided short-term rental subsidies to help families at risk of becoming homeless to pay for housing. It provided up to three years of rental subsidies starting at $4,000 in the first year and decreasing each subsequent year by 5 percent. DHS also helped families receiving these subsidies to develop a stabilization plan so they could stay in housing when the subsidies ran out. Almost as soon as the Rental Assistance program was created, however, DHCD closed it to new families because demand for the rental subsidies quickly exceeded funding. The 2013 budget, in order to cut costs, reduced the time a family could receive Rental Assistance from 3 to 2 years. By 2014 and 2015 most families exhausted their Rental Assistance subsidies.

With the closure of the Rental Assistance Program, HomeBASE currently provides one year of Housing Assistance of up to $8,000 to low-income families who are either moving from an EA shelter into housing or are at risk of becoming homeless.
